In the early 20th century, there was a consensus among the powerful in New York that due to the multi-racial and multi-lingual population of the city, policing did not work. What emerged from this period was a technocratic system of information- and surveillance-based policing designed to subordinate people no matter their race or background. From the Rogue's Gallery to Facial Recognition, Criminal Anthropology to Predictive Policing we're still grappling with the style of policing that the racial state built.
